3982 Label Explained

Above is a handy reference that explains the new 3982 label and mail endorsement instructions. The label is part of the PARS (Postal Automated Redirection System) mail forwarding program. PARS automates the handling of mail forwarding, Change of Address forms, carrier Change of Address cards and other mail forwarding processes. The label (sticker) is applied directly to carrier COA cards. (Instead of manually entering COA information, carriers apply the label to a blank COA card.) As part of a privacy feature, the label does not contain the new address (carriers are not provided with the new address). Supervisors have access to the new address through the postal Intranet. Nationwide deployment of PARS is expected by 2006.
