OPM Approves Postal Service Request for VERA
"The
Office of Personnel Management (OPM) has approved the Postal
Service�s request to offer voluntary early retirement to
eligible APWU-represented employees in those categories that
management had excluded from last year�s early outs."
VER part
of a strategy for more cuts? According to some reports, the
USPS plans to cut 10,000 to 15,000 more employees in 2004, with
significant cuts in mail processing areas. PARS
(pdf) is expected to reduce current related work hours by
65% or more within the next one to two years. |
National League of

"The League received unofficial word that there is
no early out on the horizon for Postmasters. It is our

Postal Service is imposing limits on the number of employees it
will release for voluntary early retirement, in clear violation of
its Collective Bargaining Agreement with the APWU.
The
agreement, ratified in December 2002, required management to seek

"Letter
carriers are not receiving such offers because the future for them
is brighter than those in the other crafts. There is no need to
downsize the letter carrier craft. Furthermore, the attraction of
these early out offers is not nearly as rosy as it seems, once you
examine the proposal. Individuals accepting the early outs will
see their annuities reduced by 2 percentage points a year for each
year they are short of the normal required years for retirement
eligibility. And there is no cash incentive for taking this
reduction. In short, it is not a good deal."

Supervisors
"The National Association of Postal
Supervisors recently announced that the USPS has requested
voluntary early retirement authority (VERA) for some postal
supervisors. This request appears to be directly related to
supervisors who manage clerks in plant operations and large
distribution facilities. In mid-June, eligible clerks who are
represented by the American Postal Workers Union (APWU) were
granted approval for early retirement opportunities. The USPS also
has requested similar approval for mailhandlers. The USPS requested
early-out opportunities for these employees because many of the
jobs in these categories have been targeted for elimination as a
result of automation and operational impacts. The NAPUS National
Office has received several inquiries concerning early-out
opportunities for Postmasters. Because Postmaster positions have
not been targeted for elimination, there are no current plans to
request early-out opportunities for Postmasters."

OPM Publishes New 'Early Out' Regs
"The Office of
Management and Budget has given final approval to new regulations
governing Voluntary Early Retirement Authority for federal
agencies, and the Office of Personnel Management published the
revised rules in the Federal Register today, June 13,
2003. The regulations take effect immediately. The Postal
Service�s Jan. 23 request for authority to grant voluntary early
retirement to APWU-represented employees, which has been pending
publication of the new rules, will now be considered by OPM. I
will meet with USPS officials June 20 to review the procedures for
offering early retirement opportunities to our members. Local unions will be informed of the specific
steps to be followed."

Anxious Employees
Await Word About Early Retirement

An APWU
representative in the Retirees Department at APWU National Headquarters has told
PostalMag.com (on 4/30/03) that the APWU is still waiting for a Federal
Register notice concerning early retirements. The representative
said there is no truth to an Internet rumor that the early out has
been denied. The unsubstantiated rumor has upset some postal
employees, including one employee who hysterically called APWU HQ.
The timeframe for the early outs reportedly
will end September 30th, the end of the current fiscal year.
With another month having passed with no official word, anxious
employees are becoming increasingly distressed about the lack of
information from the APWU and other involved organizations
concerning the early outs. |

know how many employees will seek voluntary early retirement (without
a monetary incentive): A favorable decision from the OPM is
expected within several weeks, however, the early retirement opportunities
may be staggered over a period of six months or more, depending on
